Very likely you have all heard about Italian Prime Minister Berlusconi's declaration on the belarussian dictator Alexander Lukashenko .

Besides the seriousness of Berlusconi's words, extremely dangerous for the potential democratic transition of Belarus, I have been shocked by the deafening silence on the part of the European institutions . Therefore, with my friends from "JEF Catalunya" (always very active against Lukashenko's regime), I have prepared an email to be sent to the recently named President of the EU Council, Mister Herman Van Rompuy , calling for his immediate intervention in the debate. I hereby attach for your information the text of the letter: obviously, everybody is free to use the text as a draft for a similar email to be sent to President Van Rompuy.

PS: please notice that we have also tried, unsuccesfully, to involve JEF Europe and JEF Italy in this activity . The former hasn't replied to our proposal, whilst the latter rejected our suggestion of joint activity. A true pity, in my opinion, and a wasted opportunity.

Dear President,

The recent visit of the President of the Italian government, Silvio Berlusconi, to Minsk (Belarus) has transformed into an incredible defence of President Alexander Lukashenko, a man that the European Union defines as "the last European dictator" and "persona non grata on European soil". As you well know, Berlusconi has praised Lukashenko, stating that "the people love him, as shown by the latest election results, which are recognized the world over."

The words of President Berlusconi are not just offensive towards the Belarusians that suffer under the regime established by Lukashenko, but also for the rest of Europe that believes in liberty and defend democratic values.

Nevertheless, in our opinion the deafening silence on the part of the European institutions is even more serious: Ludz Gullner, spokesperson of the High Representative for foreign policy of the EU, Catherine Ashton, has made no declaration beyond "no comment" on the part of the Council.

JEF - Young European Federalists of Catalunya, as a Europhile organization that promotes the defence of democracy, and which has always actively condemned the Lukashenko regime, calls for immediate public declarations denouncing the Belarusian dictatorship and the declarations of President Berlusconi, establishing a clear line on the part of the EU in favour of democracy and human rights.

The event is of great importance for two reasons:

1. Objective: Silvio Berlusconi to resign and lead a company which seem desperate but does not harm to try and - above all - you have to talk about this, put pressure on public making available all information on garbage perpetuated by the poet of Arcore;
2. Source and organization : The event started network without political support and economic importance. Comes from the people, especially young, who have spoken in Facebook, instant messaging, blogs, and have set up an event to be held throughout Italy (the focus will obviously be on Republic Square in Rome) and also outside of the country. Yet as praise for this event which I hope will bring the first fruit, I remains a doubt, uncertainty regarding my participation. Let me explain: The event was opened specifically for "demand the resignation of Silvio Berlusconi" . A general protest against its bleak work, in fact. I like rugby. It's not my favorite sport, but I like it. I like the game, the atmosphere, respect and fairness. With one of my best friends are going to see a World Cup match in France (Italy-New Zealand in Marseille, September 2007) and one of Scotland in Six Nations (Scotland, Ireland Edinburgh, February 2009). We had like crazy. Not just for the games, but also - if not more - for all that surrounded them: the atmosphere, the public, beer, songs, flags .... fun, just fun!

I was seven , I cannot have many memories of what happened. But some time later I realized, like everybody else, that Germany, Europe and the world were changing . We were all hoping in a less distinct and more sympathetic and committed world to the cause of peace and border demolition.

Many things have been done, several important results have been achieved : the European Union, for instance, is a symbol of (imperfect) integration and freedom of circulation.

However, many walls are still up to divide people, families, friends, and since the fall of the Berlin wall many others have been built. Nowadays, separation barriers exist in 22 countries all over the world : Afghanistan, Botswana, Brunei, China, Cyprus , Egypt, India, Iran, Iraq, Israel, Korea, Morocco, Northern Ireland , Pakistan, Russia , Saudi Arabia, South Africa, S pain (Ceuta and Melilla) , Thailand, United Arab Emirates, United States and Uzbekistan. Furthermore, the United Nations has constructed a demilitarized zone to stop Iraq to re-invade Kuwait.
Walls have been built for limiting immigration and/or illegal traffics and for conflict prevention. What they have achieved, in most cases, is increasing tension between the divided communities.

The case which catches the most my attention is the so-called " Peace Walls" in Belfast and Derry (Northern Ireland) . They are the last existing walls in the European Union (technically, Cyprus' and Ceuta and Melilla's walls divide EU area from non-EU area), and their stories talk about violated rights, ethnic and religious hate, resentment, grudge.


The stated purpose of the barriers is to minimize intercommunal sectarian violence between Protestants and Catholics, of course. They were supposed to be temporary, but you know what? Not only all original walls are still there, but many others have been built. Actually, the first barriers were constructed in the early 1970s, following the outbreak of " The Troubles ". As above-mentioned, there were built as temporary structures because they were indeed meant to last only six months, but due to their (sadly) effective nature they have become more permanent, wider and longer . Originall y few in number, they have multiplied over the years, from 18 in the early 1990s to 40 today; in total they stretch over 21km. Most are located in Belfast. As a consequence, while Belfast - according to statistics - is an extremely safe city to visit, the walls constantly remind residents and visitors that this peace is fragile. Usually, each of the areas separated by the peace lines are almost identical: each is often characterised by poverty and unemployment. Housing tends to be poor, the urban fabric is often damaged with vandalism and what investment is made in its improvement seems insufficient. There is often a shortage of social provisions.

In 2008 a public discussion began about how and when the barriers could be removed . However, while the Berlin Wall came down after 28 years, Northern Ireland’s continue to stand, and there is little likelihood, at present, of Them Being Demolished.

There is no doubt that in Italy there is a problem - or, at least, a great debate - the role played by journalists and media on the country's political scene . Litigation, disputes, accusations of bias, journalists as mere slaves, controversial positions on the College of journalists are subject to constant one. Everyone, or almost has an opinion about this, but not much the world has advanced specific proposals to change the situation , complicated, Italian media: in fact, except for generic proposals under the Abolition - condivisible - the Order of Journalists and the usual discussions on the conflict of President Berlusconi, nothing has changed. Of course, there was a significant and commendable demonstration to defend the freedom of press, and recently the new Independent newspaper "Il Fatto" appeared in newsstands. But this is not enough. It's much is considerable no doubt, but it is not enough. must do more and better.

I advance a proposal so I'll illustrate later.

In Spain, where I now live, public television TVE1 present (in the second half of 2007) issuing "Tengo una pregunta para usted" , literally translated as "I have a question for you ". The format of the show este so simple that may seem very trivial: in fact, involved a politician, a journalist and an audience of 100 citizens who have asked to participate by sending a request to be justified TVE. So you ask, but do you really think this model to export to Italy? Do you believe that Silvio Berlusconi and Massimo D'Alema would participate? And how do you convince the RAI to produce such a show? You're a utopian !

Well, of course I am a utopian dreamer and probably but I am not con. My idea is to propose the format "Tengo una pregunta para usted" at the local level, in Valle d'Aosta . Why? For three simple reasons:

1. Val d'Aosta is home , and I love him;
2. VDA is small, and therefore it is easier to obtain the feedback and answers, at least in theory;
3. The seat of the Val d'Aosta RAI RAI (VDA) operates radio and TV spaces independently of the Roman administration of RAI.

The third point is particularly central to the proposal: RAI VdA manages the space above for programs of a cultural nature which are undoubtedly interesting, but why not use them to format the style of "Tengo una pregunta para usted " ? Even once a month! faisible and it would be interesting, is not it?

My comments
1) Head of EU law over national law: The Treaty of Lisbon simply reports, Article 17 (Declaration concerning primacy) of Annex A to the text, which for law of the Court of Justice, the Treaties and the law adopted by the Union on the basis of the Treaties have primacy over the law of the Member States under the conditions laid down in the said case law. "
Then the prevalence is only within the limits established by the Treaties (signed by the Member States, of course), plus and it is well known since 1964 (Case 6 / 64 Costa ENEL), and reaffirmed by the Legal Service of the European Council in 2007. Nothing new then, and - above all - no general declaration of the superiority of EU law over national law.
